Subject: Dealing with Security-Prohibited Villages

In view of the official end of the declared period for the “relocation of these villages,” which ends on June 21, 1987, we have decided to implement the following as of June 22, 1987, onwards:

All security-prohibited villages that have not been removed until now are considered hideouts for saboteurs, agents of Iran, traitors, and their like.

Human and animal presence in these areas is strictly forbidden. They are considered operation zones, and firing is free and unrestricted unless specific orders are issued from our headquarters.

Traveling to or from these villages, or any form of agricultural or livestock investment, is strictly forbidden. All relevant bodies must follow up on this matter seriously, each within their jurisdiction.

Corps leaderships are to conduct regular artillery, helicopter, and aircraft strikes from time to time to kill the largest number possible of those present in these prohibited areas, day and night, and inform us.

Anyone caught in these villages must be detained, interrogated by the security services, and executed if their age is between 15 and 70, after extracting the necessary information and informing us.

The relevant authorities shall coordinate with those who surrender to governmental or party institutions.

The maximum period for holding such individuals is three days, extendable to ten days if necessary — with prior notification. If more time is needed for interrogation, our approval must be obtained via phone or telegram, through Comrade Tahir al-‘Ani.

Any item held by the National Defense Battalions’ advisors or fighters shall be theirs without compensation, except for heavy, supporting, and medium weapons. Light weapons remain in their possession. We must be informed of the number of such weapons only. Corps leaderships must ensure all advisors, unit commanders, and patrol leaders are informed and must report back to us in detail about their activities within the National Defense Battalions.

Presidency of the Legislative Council, Executive Council, Intelligence Agency, Army General Staff, Governors (Heads of Security Committees) of Ninewa, Ta’mim, Diyala, Salahaddin, Sulaymaniyah, Erbil, Duhok.
Secretaries of the above provincial branches, Military Intelligence Directorate, General Security Directorate, Autonomous Region Security Director, Northern Intelligence System, Eastern Intelligence System, and Security Directors of the aforementioned provinces.

Please review and implement accordingly. Inform us.
